Rome, 753 BC Romulus and Remus think where to found the city: Romulus would like to found it in the south for the beauty of the coast, Remus to the north for the abundance of women. From here comes a diatribe that divides the city into two parts that still fight. Rome today. It is the funeral of Annibale Melchiorre, the man who held Italy together. The event is attended by the two families that control the two parts of the city: the Copulati, a family of building workers from North Rome, and the Montacchi family, which manage the city's waste service and have power throughout southern Rome. During the funeral, Massimo Copulati announces that Giangi Pederzoli, the future husband of his daughter Giuly, will run as mayor of Rome, sparking the ire of Arfio Montacchi, who sees the end of the truce proclaimed years before and that saw the city split in two. From the coffin you can hear noises: Hannibal is still alive and is carried away by a giant seagull. Romolo Montacchi feels the need to change and to know something new, besides being tired of being treated well only because he is his father's son. Arfio, Romulus' father, tracks him down because he didn't show up at the funeral and instead went to have fun with his friends at Eur. After making him aware of the facts, he ordered him to go to the Copulati party in North Rome and ruin it. Romulus, more out of curiosity than to listen to his father, convinces his friends to go there. In Naples, Don Alfonso is furious because the Romans (i Montacchi to be precise) use Vesuvius as a natural incinerator and want the revival of Neapolitan culture. After a failed attempt to clone Totò (Giorgio Panariello), he receives a letter from Milan. Going there, Giorgio Mastrota invites him to take part in his plan: furious that the Romans also run Milan (the president of the region is Edoardo Pederzoli, father of Giangi and agent of the Copulati), plans to turn Rome into a gigantic moon Park for the rich. To do this, he needs the weapons and the men of Don Alfonso, who, however, goes away saying that he must think about it.
